Brazilian high-speed train: request for proposals released
Overview
On July 13, 2010, Brazilian President, Luiz Inácio Lula da Silva officially announced the request for proposals ("RFP") for the High-Speed Train (Trem de Alta Velocidade or "TAV") that will connect the cities of Rio de Janeiro, São Paulo and Campinas (the RFP and relevant documentation are available at www.tavbrasil.gov.br ).
The biding will take place on December 16, 2010 at the São Paulo stock exchange. All bidders must deliver the qualification, technical, and commercial documents on November, 29, 2010.
The following summary is based on the RFP, on rulings of the Brazilian Federal Audit Court (Tribunal de Contas da União or "TCU"), and on Resolution No. 5, of July 12, 2010 of the
Privatization National Council (collectively the "RFP Rules").
