New Coalition Government’s “radical reform” of the planning system

Overview

The “programme for government”, published by the Conservative-Liberal Democrat coalition, contains plans to “radically reform” the planning system. The proposals reflect the coalition parties’ pre-election promises.

Key changes include:

• Out – several layers of planning bureaucracy are to be scrapped, including Regional Spatial Strategies, the Infrastructure Planning Commission and the Government Office for London. The government has also confirmed that it does not support new runways at Heathrow, Gatwick or Stansted.

• In – a new “National Planning Framework” will be approved by Parliament; there will be a “presumption in favour of sustainable development”; a new designation to protect local green areas; and more opportunities for the public to get involved in the planning process. The government has also confirmed that it supports Crossrail, high speed rail and various energy initiatives.
