The Government's Localism Bill and subsequent draft National Planning Policy Framework have attracted a significant amount of attention from both media and industry in recent months. The proposals represent some of the most dramatic reforms to the planning system in recent history.
Berwin Leighton Paisner carried out a survey of 100 of their private sector clients and contacts from across the real estate market, including developers and investors. The resulting report may provide some difficult reading for those in charge of implementing the proposed new legislation in that the majority of respondents remain unconvinced by the benefits of the Bill, largely due to an absence of proper explanation from Government of how the changes will be put in place and operate on a practical level.
