Overview

The Philippine Government has initiated a number of laws and regulations in an attempt to increase infrastructure project activity in the country. These include:

• Executive Order No. 423, which consolidates the approval procedures for all government contracts.
• The Build-Operate-Transfer (BOT) Law, which applies to projects operated by the government which will be wholly or partly financed and constructed by the private sector.
• The Government Procurement Reform Act (GPRA), which is a statute aiming to ensure transparency in all areas of procurement.
