Hong Kong launches public consultation on the framework for electronic health record sharing

Overview

Following its proposal in March 2008 to develop a territory-wide, patient-oriented electronic health record sharing system, the Food and Health Bureau of the Hong Kong Special Administrative Region Government recently launched a two-month public consultation to solicit views on the legal, privacy and security framework for the eHR sharing system. The move marks another step by the government toward reforming Hong Kong's health care framework.

In this briefing, DLA Piper provides an overview of eHR sharing and what such a data system would mean for:

  • the legal, privacy and security framework;

  • voluntary participation and informed consent;

  • regulated access, use and retention of eHR;

  • identification, authentication, access control and security;

  • data access and correction; and

  • criminal sanctions.
