Much has been said about the need for Ukraine to restructure its energy sector and implement best European practices in its energy policy. However, very few steps have been taken to make energy regulations compliant with EU legislationn.
A patchy regulatory framework, together with the lack of effective regulatory incentives for direct private investment into Ukraine’s energy sector and energy efficiency in particular are to date the two biggest legal obstacles for the development of the energy saving economy of Ukraine.
