Overview

On April 13 2010, the State Council of the People’s Republic of China published a key circular titled “Certain Opinions on Strengthening Deployment of Foreign Investment” that outlines new policies governing inbound foreign investment.

These new policies include guidelines to:

- encourage foreign investment in China’s central and western regions;

- promote diversified methods for foreign investment;

- further reform the regulatory regime to streamline and simplify the foreign investment regulatory approval process;

- create a favorable investment climate.

The publication of the paper signifies the Chinese government’s commitment to optimize the use of, and upgrade the industrial landscape for, significant foreign investment.
